Swans in icy ponds and icy waters

There are many Massachusetts towns whose ponds and bodies of water freeze during the winter months. I see many stories of the rescue and failed rescue efforts to save swans frozen in the ice. Wouldn't it make sense to have the swans ALL removed from this inevitable hazardous ice and 'housed' for the bitterly cold weather in advance of the deep freeze - by the individual towns? The towns outlay resources and finance the rescue efforts, so why not outlay resources for the swans protection so rescues would not be necessary every winter. would being 'housed' be detrimental to the swans?
