Hi Christin

We would suggest that you get the swan out of the water or it could drown if it is seriously injured. Calling the NJ DNR and it's wildlife services will result in them killing the swan. We would suggest that you quietly see if you can find a wildlife rehabbed that might be able to help. However, the NJ DNR is threatening rehabbers and telling them not to help Mute Swans and even kill them or they will lose their wildlife rehab permits. This is extremely a cruel and inhumane policy and one that should be overturned by taxpayers and lawmakers. If you can get the swan out of the water and keep it inside overnight, it will allow the swan to get some rest and that may be all that it needs. Hopefully, you can find someone to help.
